September School Board Wrap
Superintendent David Woods began his report by recognizing Oxford Area High School, which recently earned the 2018-19 Sportsmanship Award for PIAA District 1. The high school was chosen for this honor by a vote of District 1 member schools.
Principal James Canaday and Athletic Director Michael Price accepted this honor on behalf of the high school at the District 1 Annual Fall Meeting on September 11 at the Westover Country Club in Jeffersonville, PA. They were presented with a commemorative banner, an engraved paperweight, and a certificate of recognition from PIAA Executive Director Dr. Robert Lombardi.

Continuing his report, Mr. Woods asked Assistant Superintendent Dr. Margaret Billings-Jones to update the board on recent curriculum-related activities.
Dr. Billings-Jones began by reporting the third-day enrollment figures for each grade level, as follows: Kindergarten, 226; Grade 1, 234; Grade 2, 256; Grade 3, 242; Grade 4, 253; Grade 5, 278; Grade 6, 284; Grade 7, 286; Grade 8, 308; Grade 9, 345; Grade 10, 325; Grade 11, 322; and Grade 12, 342, for a total enrollment of 3,701.
Dr. Billings-Jones announced there will be a Title Parent Meeting on Wednesday, October 9 at 5 p.m., followed by Family Read Night at 6 p.m. Both events will be at Hopewell Elementary School.
Dr. Billings-Jones updated the board on the revised requirements for high school graduation in the state of Pennsylvania which apply to the Class of 2022 and beyond. She noted there are five pathways to meeting these new requirements.
Under the Keystone Proficiency Pathway, students meet the requirements by scoring proficient or advanced on each Keystone Exam (Algebra I, Literature and Biology.)
Under the Keystone Composite Pathway, students meet the requirements by earning a satisfactory composite score on the three Keystone Exams. Students must receive a proficient or above score on at least one of the three exams and no less than a basic score on one of the remaining two. The state has determined that to meet the requirements of this pathway, a student's three combined test scores cannot be lower than 4452.
Under the Alternative Assessment Pathway, students meet the graduation requirements by successfully completing locally-established grade-based requirements for academic content areas associated with each Keystone Exam on which the student did not achieve proficiency, and one of the following:
- Attainment of an established score on an approved alternate assessment (SAT, PSAT, ACT, ASVAB)
- Gold Level on the ACT WorkKeys Assessment
- Attainment of an established score on an Advanced Placement Program or an International Baccalaureate Diploma Program exam in an academic content area associated with each Keystone Exam on which the student did not achieve at least a proficient score.
- Successful completion of a pre-apprenticeship program, or
- Acceptance in an accredited four-year nonprofit institution of higher education and evidence of the ability to enroll in college-level coursework.
Under the Evidence Based Pathway, students meet the graduation requirements through successful completion of locally-established grade-based requirements for academic content areas associated with each Keystone Exam on which the student did not achieve proficiency and demonstration of three pieces of evidence consistent with the student's goals and career plans, including one of the following:
- Attainment of an established score on the ACT WorkKeys assessment, a SAT subject test, an AP Program exam, or an International Baccalaureate Diploma Program exam;
- Acceptance to an accredited nonprofit institution other than a four-year institution and evidence of an ability to enroll in college-level coursework.
- Attainment of an industry-recognized credential or
- Successful completion of a concurrent enrollment or postsecondary course, and
Two additional pieces of evidence, including one or more of the options listed above, or satisfactory completion of a service learning project; attainment of a score of proficient or advanced on a Keystone Exam; a letter guaranteeing full-time employment; a certificate of successful completion of an internship or cooperative education program; or satisfactory compliance with the NCAA's core courses for college-bound student athletes with a minimum GPA of 2.0.
The Career and Technology Education Pathway, for CTE Concentrators, requires successful completion of locally-established grade-based requirements for academic content areas associated with each Keystone Exam on which the student did not achieve proficiency, and attainment of an industry-based competency certification related to the CTE Concentrator's program of study or demonstration of a high likelihood of success on three approved industry-based competency assessments or readiness for continued meaningful engagement in the CTE Concentrator's program of study.
Dr. Billings-Jones then reviewed the 2019 Keystone Exam scores for Oxford Area High School and Penn's Grove School, and the 2019 PSSA exam scores for grades 3-8.
For the Keystones, Dr. Billings-Jones noted that on the Algebra I and Biology exams, district students scored at an equivalent level to the state average, while in Literature the OAHS students performed significantly above the state average.
For the English/Language Arts PSSAs, Dr. Billings-Jones reported that students in grade 3 scored below the state average, while those in grade 4 performed at the state average. Students in grades 5 and 6 scored above the state average while those in grades 7 and 8 performed at the state level.
For the Math PSSAs, Dr. Billings-Jones reported that grade 3 students again scored below the state average, while fourth graders performed at the equivalent of the state level. Grade 5 scores significantly exceeded the state average, grades 6 and 7 scored at the state average, and grade 8 scored below the state average.
"In our professional development activities we will be focusing more on our programming in math so we can yield consistently higher results," Dr. Billings-Jones told the board.
Dr. Billings-Jones concluded her presentation by outlining this school year's student participation in the dual-enrollment programs offered at Oxford Area High School. This year the high school's Early College Academy partnership with Cecil College includes 26 seniors, 24 juniors, 22 sophomores and 21 freshmen. Enrollment in programs at the Chester County Technical College High School includes 62 seniors, 89 juniors and 63 sophomores.

The board heard the second readings of revisions to School Board Policies 4000 – Employment of District Staff; 4225 – Non-Professional Evaluation; 4545 – Military Leave and 4630 – Whistleblower Policy,
The board approved a revision to Policy 5620 – District Wide Wellness.
